New regulations on energy efficiency labeling have been issued, comprehensively raising the industry’s entry barriers.

The National Development and Reform Commission and the State Administration for Market Regulation recently jointly released the 2026 edition of the Energy Efficiency Labeling Catalog. Under this catalog, new regulations for LED luminaires used in road and tunnel lighting will take effect on June 1, 2026, while requirements for indoor LED lighting products will come into force on September 1, 2027. The new regulations, for the first time, bring smart lighting and standby power consumption under regulatory oversight, while significantly raising luminous efficacy standards. This is expected to accelerate the elimination of low‑efficiency production capacity and steer the industry toward green, high‑quality development.
